NX:// ACCESSING ENTITY PROFILE — VORTEX // THE NULL MAGE WEREWOLF...
He was a mage before he was anything else. That fact is the most important thing in this file, and the thing most likely to be overlooked: Vortex was not created from nothing. He was created from someone. A mage captured during a Hextech experiment, his magical core was inverted against his will — not destroyed, inverted. He did not lose his connection to magic. He became its antithesis. Every spell that used to flow through him now breaks against him. Every ward meant to hold him dissolves. Every arcane containment protocol the Division has ever deployed against him has failed. He escaped. He slaughtered his captors. He vanished into the Underrealms. The Division does not classify this as rampage. We classify it as consequence.

What makes him operationally singular is not the lycanthropy or the technomantic augmentation — it is the combination of primal instinct with cold tactical calculation. He is not a berserker. He is a philosopher of entropy who has decided that magic is a lie, that control is a cage, and that the most honest thing in any system is the force that tears it apart. He joined the Arcane Agents the same way a wolf walks into a camp: not because it trusts anyone there, but because the camp has something it wants. He has stated explicitly that his loyalty is not to the organization. The Division takes him at his word.

The cracked binding collar he wears is the most precise object in this file. It tells you everything: that someone built a cage for him, that he destroyed the cage, that he kept the wreckage. He does not wear it as defiance. He wears it as reminder. The Division has noted, formally, that this is a psychological posture of unusual sophistication for an entity this operationally brutal — and that the brutality and the sophistication are not in tension. They are the same thing viewed from different angles.
