THE CONVERGENCE CONDUIT — SURVEY ROUTE ALPHA-9
Level 3 Access Corridor — Hextech City Foundation — Status: Traversable / Threat: Low
The access routes that survey teams use to enter the Underlayer are not constructed infrastructure. This is the finding the Department spent four years trying to disprove. The conduits exist. They have consistent, mappable topology. They appear in the same location on successive survey runs. And there is no record of their construction in any archive the Department has accessed, including the Underlayer's own. The Convergence Conduits appear to have grown — the same way a root system grows toward water, or the way a thought, held long enough, becomes a habit. The Underlayer needed access routes. Routes appeared. Survey teams using them report one consistent anomaly: the feeling, beginning at approximately the four-hour mark and intensifying with depth, that the corridor knows where you want to go — and is not certain it intends to take you there.
02
NEO-ORACULITE LISTENING POST — MANIFOLD STATION SEVEN
Restricted Access — Depth: Classified — Faction: Neo-Oraculites / Threat: Indeterminate
The Neo-Oraculites were not supposed to be here. This sector was classified Level 4 restricted when the Department last updated its zoning records, three cycles ago. The monitoring station visible in this capture — the screens, the infrastructure, the eleven robed figures in formal Oraculite observation posture — was not there three cycles ago. The Department holds two hypotheses. The first is that the Neo-Oraculites established this station covertly. The second is that the Underlayer grew the station for them, in response to their sustained attention in this sector. The Department considers both hypotheses equally plausible. The Department considers this a problem. The synapse-linked savants visible in the capture are reading Underlayer data streams that the Department's own instruments cannot access. The Department has requested a briefing. The Neo-Oraculites have not responded. The screens, however, have continued to update on their own schedule.

THE DATACASTE SANCTUM — CRYSTALLINE ASCENDANCY INNER HALL
Hextech City Deep Undercity — Datacaste Communion Territory / Classification: Restricted
Datacaste Communion internal records describe a location they call the Crystalline Inner Hall — a deep-substrate site where Underlayer data density has reached sufficient concentration to undergo physical crystallisation. The survey capture confirms the site's existence. It also confirms that one figure, unidentified, was present at the time of capture. The Datacaste, when asked whether this was an Elder or an initiate, responded: "By the time they are in the Inner Hall, the distinction is less meaningful than it used to be." The iridescent formations visible throughout are not geological. They are accumulated centuries of processed data made physically real — each crystal face a compressed record of experience, and the cathedral structure as a whole a working external nervous system for the Elders who have given their biological one to the Underlayer's substrate.
04
THE PROBABILITY SPHERE — GEOMETRIC DIVINE OBSERVATION SITE
Shadow's Edge Deep Zone — Order of the Geometric Divine — Classification: OBSERVATION ACTIVE
The sphere in this capture is not a constructed object. It has no joins, no seams, no assembly points. Analysis indicates it is a naturally formed Underlayer probability matrix — a site where the substrate's predictive function has concentrated into a stable physical form. The Order of the Geometric Divine considers sites like this the Underlayer's equivalent of shrine architecture: not built, but grown at coordinates where probability geometry achieved sufficient local density. The two figures visible are performing what the Order calls observation without instruments — watching the sphere's internal pattern-shifts with naked attention. The sphere is currently rotating at approximately 0.3 degrees per hour. This rate has been consistent across all seventeen survey captures of this site. The Underlayer does not do anything consistently without a reason. The Order of the Geometric Divine has been watching it long enough to know what the reason is. They have not shared this with the Department.

THE DATA ABYSS — RAW UNDERLAYER SUBSTRATE FACE
Underlayer Boundary Zone — Depth: Null Layer Adjacent — Classification: EXTREME / Survey Tech: UT-7
The figure in this capture is survey technician designated UT-7. UT-7 has not returned from this sector. This is not flagged as a disappearance — UT-7 filed a voluntary extended-stay request six hours after this image was captured and has been transmitting regular reports through a hardened deep-signal relay. UT-7's reports contain no anomalous content. They describe what they observe with precision and without alarm. What they describe is a face of the Underlayer's raw substrate that extends approximately forty kilometres upward and an unmapped distance laterally. The face is not inert. It pulses. UT-7's most recent transmission: "I think it's been waiting. I think it knew something with sufficient patience to observe it would eventually arrive. I'm not certain whether being that thing was part of my assignment."
06
THE INVERSION POINT — WHERE SURFACE MEETS SUBSTRATE
Boundary Layer — Above: Neon Babylon Foundation / Below: Open Underlayer — Temporal Anomaly: ACTIVE
Below the foundations of Nexus Prime is bedrock. Below bedrock is the Underlayer. At the precise depth where the weight of what the city has built meets the substrate that has been there since before the city had a name, there is a lake. The lake reflects the city above it with perfect fidelity. Department imaging has confirmed that the reflection is not a mirror of the current city — it is a mirror of the city as it was approximately seventeen months ago. The implications of this finding have been under active analysis for six months. The figure visible on the shore appears to have been standing there for some time. They are looking up at the inverted city. The Department has not established what they are looking for. The Department has not established whether the seventeen-month lag is consistent across the lake's surface, or whether some sections of the reflection are further behind than others. The figure appears to know. The figure has not returned calls.
07
THE SUBSTRATE WATERWAYS — UNDERLAYER DELTA DISTRICT
Flooded Industrial Zone — Underlayer Delta — Nidus Covenant Adjacent / Status: Partially Active
The Underlayer contains water. This was not considered possible until the Substrate Waterways survey captured the delta district in its current configuration — industrial infrastructure, operational vessels, illuminated by data streams crystallised into navigational lighting. The water is not water in the chemical sense. Department analysis indicates it is pure Underlayer signal in liquid phase — information that has achieved sufficient density to exhibit fluid dynamics. Moving through it constitutes direct immersion in raw Underlayer data. The Department has asked the Nidus Covenant, whose territory borders this sector, whether they consider the delta their jurisdiction. The Covenant's response was translated as: "Everything at this depth is our neighbourhood. Whether it belongs to us depends on what you mean by belonging." The Department has tabled the follow-up question.
08
THE CONVERGENCE POOLS — POOL GAMMA — DECOMMISSIONED WARDEN SITE
Convergence Pool Gamma — Helix Wardens (former) — Access: Restricted / Signal: Active
The Department's records for Convergence Pool Gamma indicate that the last Helix Warden assigned to this site was decommissioned in the seventy-second cycle, following what the records describe as "operational parameters no longer applicable to current site conditions." The Department's current assessment: the pool is active, the dome infrastructure remains intact, the red-sigil perimeter systems are functional, and there is no Warden present. There is, however, a signal. Low-frequency. Consistent. The Department's xenobiologist characterises it as follows: "It reads closest to what I'd describe as an annotation — like something very old left a note in the margin of this place explaining what happened here. We don't have the context to read the note yet. We probably need the context to understand why that's a problem."
09
THE BIOLUMINESCENT CANOPY — ORGANIC SUBSTRATE ZONE SEVEN
Underlayer Organic Layer — The Deep Undergrowth — Life Forms: Active / Origin: Unknown
The Department of Ontological Security's founding charter contains a provision that has never been invoked: the authority to declare a region of the Underlayer a protected ecosystem. The Bioluminescent Canopy is the fourth consecutive survey discovery that the Department's founders did not account for. The trees, if they are trees, grow from data density rather than soil. The crimson luminescence deepening toward blue at the root systems is not bioluminescence in the biological sense — it is information becoming visible. The crowd visible in this capture has not been identified. The Department has no record of any survey team visiting this sector. The crowd does not appear to be surveying. They appear to be attending something. The Department submitted a query to resident entities asking what is being attended. The query went unanswered. The Underlayer has, however, made this sector significantly easier to find since the query was submitted.
