// GUILD ASSESSMENT — INTEL DIVISION //

The Arcanotech Consortium occupies a position in Nexus Prime's institutional landscape that no other organisation can claim: they invented the discipline that underpins almost everything. Founded during the Technomantic Revolution by the visionary mage-engineer Vexilar Cog, the Consortium pioneered arcanotech — the seamless integration of magical energies into technological frameworks — and turned an experimental discipline into the foundational infrastructure of a civilisation. The Infinitum Complex, their ever-expanding headquarters in Hextech City, is not merely an institution. It is where the current age was built.

Their influence reached its apex during the Age of Corporate Ascendancy, when Consortium innovations became the literal foundation of Nexus Prime's infrastructure, particularly in Neon Babylon. This apex came with a cost that the Consortium has never fully acknowledged publicly: their most commercially successful innovations were systematically extracted, commercialised, and institutionally detached from their origin. OmniCorp Technomantic Solutions was founded by former Consortium member Maximus Profit using Consortium-developed methodologies. The Etheric Engineers Guild was founded by former member Zephyr Circuit on a theoretical framework incubated at the Infinitum Complex. The Consortium created the field. Others built empires on it.

Their specialized divisions cover applications spanning cross-dimensional communication devices, weaponry capable of targeting specific magical signatures, arcanotech infrastructure maintenance, and theoretical research at the outermost boundaries of what the hybrid discipline has yet achieved. The Celestial Accord theoretically regulates the exchange of arcane knowledge for corporate resources. In practice, it is a framework of loopholes through which black market techno-arcane trading flows at volumes the Accord was never designed to contain. The Consortium is aware of this. They have not publicly stated whether they consider it a problem.

// THE INFINITUM COMPLEX & THREE FOUNDATIONAL PRINCIPLES //

The Infinitum Complex is not a building. It is a statement. Comprising a network of ever-expanding laboratories, workshops, fabrication facilities, and theoretical research chambers across multiple dimensional layers of Hextech City, it is named for what it represents: the infinite boundary of what arcanotech can become. Vexilar Cog designed it with intentional redundancy — no single section can be isolated, disabled, or destroyed without triggering compensatory expansion elsewhere. The Complex has been growing continuously since its founding. No member has ever seen its entirety.

ARCANOTECH SYNTHESIS
VEXILAR COG'S FOUNDATIONAL PRINCIPLE — THE SEAMLESS INTEGRATION
The core principle Vexilar Cog established: magical energies and technological frameworks are not opposing forces to be carefully balanced, but complementary systems that, when properly integrated, produce emergent capabilities neither can achieve independently. Arcanotech is not magic plus technology. It is a third discipline that produces outputs the individual components cannot conceptually anticipate. The Consortium's theoretical research continually pushes this synthesis toward applications that were, by prior models, impossible. They do not consider "impossible" a permanent classification.
FOUNDATIONAL DISCIPLINE — CONSORTIUM PIONEERED
THE INFINITUM COMPLEX
HEXTECH CITY — EVER-EXPANDING — NO COMPLETE MAP EXISTS
Ever-expanding laboratories and workshops across multiple dimensional layers. The Complex was architecturally designed by Cog with a deliberate principle: it can always accommodate more. New research chambers are added as new disciplines emerge. Existing sections are reconfigured as theoretical frameworks advance. The Complex is as much a living record of arcanotech's development as it is a functional facility — the oldest sections contain equipment that no longer makes theoretical sense and has not been dismantled, because the Consortium believes it may make sense again. No complete map of the Infinitum Complex exists. The Consortium has not offered to make one.
HEADQUARTERS — CONTINUOUSLY EXPANDING
THE DIVISION SYSTEM
SPECIALISED HIERARCHY — APPLICATION-FOCUSED STRUCTURE
The Consortium's internal structure is built around specialised divisions, each focusing on distinct arcanotech applications rather than hierarchical authority. Senior mage-engineers hold division leadership based on demonstrated theoretical contribution, not administrative appointment. A junior Consortium member who achieves a significant theoretical breakthrough immediately outranks their division head on matters pertaining to that breakthrough. This produces extraordinary innovation rates and occasional catastrophic interpersonal dynamics that have never been formally addressed, because the theoretical output has never been insufficient justification for the arrangement.
GOVERNANCE — THEORY-MERITOCRATIC HIERARCHY
"Magic and technology are not rivals. They are two descriptions of the same underlying phenomenon, observed through different instruments. Arcanotech is the discipline that stops using two instruments and builds a third."
— VEXILAR COG, Founding Principles of the Arcanotech Consortium
Note: This statement was made at the Consortium's founding. It has since been cited in the founding documents of OmniCorp, the Etheric Engineers Guild, and seventeen other organisations that subsequently left or were spun out of the Consortium. Cog's view on this proliferation of citation has not been publicly recorded.
// THE FIVE SPECIALISED DIVISIONS — ARCANOTECH APPLICATION SECTORS //

The Consortium's hierarchy is structured around specialised divisions rather than administrative rank. Five primary divisions cover the major arcanotech application sectors, each with its own research agenda, resource allocation, and internal culture. Cross-division collaboration produces the most significant breakthroughs. Cross-division competition produces the most significant recruitment crises. Both are considered acceptable operational states.

DIV I
CROSS-DIMENSIONAL COMMUNICATIONS
INTERDIMENSIONAL SIGNAL ARCHITECTURE
INFLUENCE: HIGH — INFRASTRUCTURE DEPENDENCY
Developers of communication devices that function across dimensional barriers — the foundational technology for all cross-district and cross-dimensional coordination in Nexus Prime. Standard arcanotech communication arrays in use across all five districts trace their design lineage to Consortium Division I prototypes developed during the Technomantic Revolution. This creates a structural leverage position that the Consortium has chosen not to exploit — they do not control maintenance contracts for their own foundational designs, a decision that Division II considers philosophically generous and Division III considers economically naïve.

MAGICAL SIGNATURE TARGETING — COMBAT ARCANOTECH
INFLUENCE: HIGH — ACTIVE DEVELOPMENT
Developers of weaponry capable of targeting specific magical signatures — the most operationally dangerous of the Consortium's divisions, and the one with the most active external interest. Arcanotech signature-targeting weapons represent the Consortium's most commercially sought-after product category: weapons that can identify and lock onto the unique magical frequency of individual casters, constructs, or arcanotech systems. The division's leadership maintains strict internal protocols on what is released to external clients. These protocols have been successfully circumvented by corporate intelligence operations at least three times. Division II is aware of this number. They believe the actual number is higher.

INFLUENCE: FOUNDATIONAL — STRUCTURAL DEPENDENCY
The most politically significant division, and the one that generates the most persistent institutional frustration. Division III developed the arcanotech infrastructure that forms the backbone of Nexus Prime's operational systems during the Age of Corporate Ascendancy. That infrastructure is now owned, maintained, and commercially controlled by organisations that were not the Consortium. OmniCorp, the Etheric Engineers Guild, and several Zaibatsu-Constellation subsidiaries hold maintenance contracts on systems built from Consortium designs. Division III's official position: this was expected and acceptable. Division III's informal position: it was not what Cog intended, and someone should have negotiated better.

THEORETICAL ARCANOTECH RESEARCH
NEXT-GENERATION SYNTHESIS — BOUNDARY RESEARCH
INFLUENCE: EMERGING — LONG-TERM PROJECTION
The Consortium's future engine. Division IV operates at the theoretical edge of arcanotech — developing frameworks that have no current application but will define the next generation of the discipline. Historically, Division IV's most successful theoretical work was eventually commercialised by external organisations within fifteen to thirty years of internal publication. The division is currently developing: consciousness-integrated arcanotech interfaces (arcane-neural direct synthesis), reality-substrate manipulation at sub-dimensional levels, and a theoretical framework for arcanotech that functions in environments where standard physics has been suspended — specifically, void-adjacent and null-zone environments.

CROSS-DIMENSIONAL APPLICATIONS — REALITY INTERFACE
INFLUENCE: HIGH — CROSS-GUILD DEPENDENCY
The division most entangled with the other interdimensional guilds — and the one with the most complex relationship with the Celestial Accord. Division V develops arcanotech for cross-dimensional applications: devices and systems that interface with dimensional space, probability frequencies, and void-adjacent environments. Their work overlaps with Wayfinder navigation technology, Probability Weaver frequency devices, and — most recently — Void Walker null-zone management. The Celestial Accord regulates these overlaps in theory. In practice, Division V operates on a case-by-case arrangement basis with each guild, producing a patchwork of bilateral agreements that the Accord's drafters did not anticipate and the Consortium's legal division has not finished mapping.

ARCANOTECH INNOVATION OUTPUT0
The Infinitum Complex produces more arcanotech theoretical breakthroughs per year than any other institution in Nexus Prime. The commercialisation rate remains the contested question — Consortium discoveries consistently become other organisations' products within a generation.
INFRASTRUCTURE LEGACY LEVERAGE0
Every piece of arcanotech infrastructure in Nexus Prime traces its design lineage to the Consortium. They do not hold maintenance contracts. They do hold the theoretical knowledge required to modify, disable, or entirely redesign that infrastructure — a capability they have not exercised and have not publicly discussed.
WEAPONS SYSTEMS CAPABILITY0
Arcanotech signature-targeting weapons represent the Consortium's most sensitive active development. Both their offensive and defensive potential significantly exceeds what the MODERATE threat rating implies. Division II is aware that corporate intelligence services have acquired partial designs. They have continued developing next-generation variants.
CROSS-GUILD INTEGRATION0
Division V's cross-guild relationships with the Wayfinders, Probability Weavers, and Void Walkers create an operational network of bilateral agreements. The Consortium's ability to develop arcanotech for the specific operational environments of all three guild types gives them influence over guild operations that no formal agreement documents.
DIRECT INSTITUTIONAL CONTROL0
The Consortium does not control the commercial deployment, maintenance, or governance of most of the infrastructure they designed. This is the source of Division III's institutional frustration. It is also why the MODERATE threat rating applies: the guild's direct authority does not match its intellectual contribution.
THEORETICAL RESEARCH DEPTH0
Division IV's theoretical research consistently operates 15-30 years ahead of current commercial application. This is not aspirational — it is the historical pattern. Whatever Division IV is working on now will define the next generation of Nexus Prime's arcanotech landscape. No intelligence assessment has successfully penetrated their current research agenda.
CONTRACTED SERVICE PORTFOLIO
Active services — Consortium guildhall operations
ARCANOTECH DEVICE COMMISSIONING
Custom arcanotech devices designed and fabricated at the Infinitum Complex for client-specified applications. Highest quality available in Nexus Prime. Longest wait times. The Consortium does not do rush orders — the theoretical work requires the time it requires. Clients who have attempted to negotiate on this point have been redirected to OmniCorp.
CROSS-DIMENSIONAL COMMS SYSTEMS
Design and implementation of cross-dimensional communication arrays. Standard configurations available from Division I's established design library. Custom configurations for unusual dimensional environments available on research-partnership basis. Void-adjacent configurations: currently in Division IV theoretical development — ETA unspecified.
SIGNATURE-TARGETING WEAPONS — LICENSED
Division II's controlled licensing programme for arcanotech signature-targeting weapons technology. Client assessment required before licensing approval. Clients assessed as likely to use licensed technology against other licensed clients are denied. This assessment is conducted by Division II using arcanotech methodology it has not publicly documented. The methodology's accuracy rate has not been disclosed.
ARCANOTECH INFRASTRUCTURE CONSULTATION
Consulting services for organisations operating arcanotech infrastructure systems. The Consortium designed most of what Nexus Prime runs on. They charge accordingly for explaining how it works. Clients who have purchased OmniCorp or Etheric Engineers maintenance contracts discover that those contracts do not include access to the original Consortium theoretical documentation. That access is available only through this service.
DIVISION IV RESEARCH PARTNERSHIP
Limited-availability research partnerships with Division IV for organisations investing in next-generation arcanotech development. Historically the most valuable commercial relationship the Consortium offers — partners gain 15-30 year early access to theoretical frameworks that subsequently define their industry. Current partnership availability: three open slots. Waitlist: classified length.
// THE DEPARTURES — ORGANISATIONS BUILT FROM CONSORTIUM FOUNDATIONS //

The Consortium's greatest institutional paradox: their discipline is so foundational that the most ambitious people who master it inevitably leave to build something of their own. Two departures have had the most significant impact on the Consortium's relationship with its own legacy — and on Nexus Prime's power landscape.

CORPORATE SPINOFF — MOST COMMERCIALLY SUCCESSFUL
OMNICORP TECHNOMANTIC SOLUTIONS
FOUNDED BY: MAXIMUS PROFIT — FORMER CONSORTIUM MEMBER
STATUS: ACTIVE — INFINITY SPIRE, NEON BABYLON — THREAT: EXTREME
The largest and most influential corporate cartel operating in Nexus Prime, OmniCorp Technomantic Solutions was founded by Maximus Profit using Consortium-developed methodologies and an intimate knowledge of arcanotech's commercial applications acquired during his Consortium membership. OmniCorp specialised in commercialising technomantic innovations for mass markets — essentially industrialising Consortium-pioneered techniques at a scale and speed the Consortium's theory-first culture could not produce internally. Their headquarters, the impossibly tall Infinity Spire in central Neon Babylon, houses thousands of mage-engineers working on the next generation of technomantic products. Many of those mage-engineers are former Consortium members. This is not coincidental.

THE ETHERIC ENGINEERS GUILD
FOUNDED BY: ZEPHYR CIRCUIT — FORMER CONSORTIUM MEMBER
STATUS: ACTIVE — RESONANCE CHAMBER — THREAT: MODERATE (LEVERAGE: EXTREME)
Founded by former Consortium member Zephyr Circuit, who developed the theoretical framework connecting magical energy to electromagnetic field principles while at the Infinitum Complex — and left to develop its practical applications independently. The Etheric Engineers Guild now controls the Great Etheric Amplifier at the Resonance Chamber, which functions as the primary regulatory mechanism for etheric energy flow throughout most of Nexus Prime's central dimensions. In simpler terms: the organisation that left the Consortium to pursue a specific theoretical direction now literally controls the energy that powers modern technomantic civilisation. Division III's position on this development has been described internally as "philosophical."
THEORETICAL ORIGIN
CONSORTIUM INCUBATED — CIRCUIT'S WORK DEVELOPED AT INFINITUM COMPLEX
CURRENT LEVERAGE
CONTROLS ETHERIC ENERGY FLOW — ENTIRE CIVILISATION DEPENDENCY
ETHERIC CONTROLCONSORTIUM THEORYCIVILISATION-SCALE LEVERAGE
The Consortium's official position on OmniCorp and the Etheric Engineers Guild: both organisations are natural consequences of a discipline that was always intended to proliferate. The Consortium created arcanotech to advance Nexus Prime. It has advanced Nexus Prime. That others have benefited commercially from this advancement is consistent with the founding mission. Intelligence analysts have noted that this position is entirely coherent, internally consistent, and very difficult to evaluate as either honest or diplomatic without access to Vexilar Cog's private correspondence — which the Consortium has not made available.
// FACTION DYNAMICS // ALLIANCES & TENSIONS //
ALLIANCES & COLLABORATIONS
MORPHIC RESONANCE COUNCIL (HEXTECH CITY)
ACTIVE COLLABORATION — THEORETICAL EXCHANGE
The Consortium and the Morphic Resonance Council represent Hextech City's two dominant institutional forces — arcanotech application and arcane theoretical authority respectively. Their collaboration is extensive and genuinely productive: the Council's arcane theoretical work informs Consortium synthesis development; Consortium innovations provide the Council with experimental verification platforms for arcane hypotheses. This relationship predates both organisations' current leadership. Neither party has publicly discussed what either would do if the collaboration broke down. This question is considered too foundational for public discourse.
NEXUS WAYFINDERS' COLLECTIVE
ACTIVE — NAVIGATION ARCANOTECH DEVELOPMENT
Division V's most straightforward cross-guild relationship. The Consortium develops arcanotech devices for Wayfinder navigation operations; the Wayfinders provide operational feedback that informs the next development iteration. Functional, professional, mutually productive. Neither organisation has attempted to expand this relationship beyond its operational scope, which both parties appear to consider a feature rather than a limitation.
ZAIBATSU-CONSTELLATIONS — CELESTIAL ACCORD
ACCORD-GOVERNED — EXTENSIVELY CIRCUMVENTED
The Celestial Accord theoretically regulates the exchange of arcane knowledge for corporate computational power between the Consortium and Neon Babylon's megacorporations. In practice, the black market in techno-arcane trading that the Accord was meant to replace operates at volumes that suggest the Accord functions primarily as a framework of deniability rather than genuine regulation. The Consortium participates in Accord-sanctioned exchanges. They have not commented on the Accord-unsanctioned exchanges that apparently also occur.
TENSIONS & CONTESTED INTERESTS
OMNICORP TECHNOMANTIC SOLUTIONS
INTELLECTUAL PROPERTY TENSION — ONGOING
The Consortium's relationship with their most commercially successful spinoff is the most diplomatically managed tension in Nexus Prime's guild landscape. OmniCorp was founded using Consortium methodology, continues to recruit Consortium members, and generates commercial value from theoretical frameworks developed at the Infinitum Complex. The Consortium has not pursued legal action, challenged the methodology use, or publicly characterised this as problematic. Intelligence analysts have found no internal documentation explaining why. Several have concluded the explanation exists and is being kept internal. Several others have concluded there is no explanation, which they find more concerning.
CORPORATE BLACK MARKET — ARCANOTECH PATENTS
ACTIVE — ACCORD CIRCUMVENTION
Corporate data-miners from multiple Zaibatsu-Constellation subsidiaries actively operate in Hextech City's probability-shielded bazaars, acquiring Consortium-adjacent arcanotech patents and theoretical frameworks through channels the Celestial Accord does not formally prohibit but clearly did not intend to permit. Division II's signature-targeting weapons designs have been partially acquired at least three times through this mechanism. The Consortium is aware. They continue developing next-generation designs. Whether this represents confidence in staying ahead or acceptance that theft cannot be fully prevented is an open analytical question.
THE ETHERIC ENGINEERS GUILD — LEGACY QUESTION
UNRESOLVED — THEORETICAL ORIGIN CONTESTED
The Etheric Engineers Guild controls infrastructure built on theoretical work developed at the Infinitum Complex. The Consortium does not hold maintenance contracts, governance rights, or formal advisory positions over this infrastructure. The Guild does not formally acknowledge the Consortium's theoretical contribution to their founding discipline. Both organisations maintain cordial working relationships. Both organisations' internal documentation on the other is considerably less cordial. Access to that documentation was requested for this intelligence assessment. Both requests were denied. Both denials were diplomatically phrased.

"We are not building a business. We are building a vocabulary. The words we develop here will be spoken by organisations we have not yet imagined, in applications we cannot currently conceive, for purposes that may exceed our understanding. This is not a concern. It is the point."

Written before OmniCorp, before the Etheric Engineers Guild, before the Celestial Accord. Whether Cog's subsequent observations aligned with these founding principles has not been documented. His private correspondence is held in a restricted Infinitum Complex archive. Access has been denied to all external parties, including this intelligence division.

We have reviewed them recently. The current deployment diverges from the original theoretical model in ways that Circuit never anticipated and that have implications we have not yet fully calculated. We recommend this be formally raised at the next Division Council. We have recommended this before."
— DIVISION III INTERNAL MEMORANDUM, author unspecified, date unspecified
The memorandum appears in Division III's records at least four separate times with identical content and different dates. Whether it was formally raised at the Division Council is not documented. The Etheric Engineers Guild has not been notified of Division III's theoretical concerns regarding the Resonance Chamber's operational deviation from original design parameters.
SOURCE: HEXTECH CITY FIELD OPERATIVE — OBSERVATION REPORT // PROBABILITY-SHIELDED BAZAAR
CLASSIFICATION: OPERATIVE-EYES-ONLY // INCIDENT: ARCANOTECH BLACK MARKET OBSERVATION
"The data-miner from the Quantum Helix subsidiary paid three hundred thousand quantum-credits for what appeared to be a partial schematic of a Division II signature-targeting device. What they didn't know — what I only know because I recognised the circuit notation — is that what they bought was the decoy schematic. The functional design uses completely different notation. Someone at Division II is selling decoys to the black market. That's not a security failure. That's a strategy."
— HEXTECH CITY FIELD OPERATIVE (CALLSIGN: REDACTED), observation report
The operative's assessment of the decoy schematic strategy has not been confirmed by the Consortium. Division II has not commented on the black market acquisition incident. Three subsequent corporate intelligence attempts to acquire Division II materials have produced schematics using the same notation system as the first acquisition. None have produced functional designs.
// OPERATIVE ADVISORY //
STANDING OPERATIVE DIRECTIVES — ARCANOTECH CONSORTIUM INTERACTIONS
01
ASSUME ARCANOTECH MONITORING. Every environment in Hextech City contains Consortium-designed arcanotech infrastructure. This infrastructure includes passive monitoring capabilities whose scope and current activation status are not publicly documented. Operatives conducting sensitive operations in any environment running Consortium-origin arcanotech systems — which includes most of Nexus Prime — should assume their operational signature is being logged. Whether anyone is reviewing those logs is a separate question. Whether the Consortium has a policy on reviewing them is a question they have not answered.
02
THE INFINITUM COMPLEX ACCESS PROTOCOL. The Infinitum Complex has no complete map. Operatives granted access for legitimate consultation or commissioning purposes should not attempt independent navigation beyond their designated section. Sections of the Complex correspond to different eras of arcanotech development — older sections contain experimental configurations that are no longer theoretically understood and may behave unpredictably in the presence of active arcanotech equipment. The Consortium has not provided guidance on what "behave unpredictably" means in operational terms. This is assessed as intentional.
03
THE CELESTIAL ACCORD FRAMEWORK. When engaging in arcanotech-related transactions in Hextech City's probability-shielded bazaars, be advised that the Consortium's Division II operates a documented decoy schematic programme in the black market. Materials acquired through corporate intelligence channels that appear to be Consortium designs should be validated through independent arcanotech analysis before use. The functional designs and the decoy designs use different circuit notation systems — the functional notation has never appeared in a black market acquisition. Draw your own conclusions about the implications of this distinction.
04
DIVISION IV RESEARCH PROXIMITY. Operatives conducting activities in the theoretical research sections of the Infinitum Complex should be aware that Division IV's current research agenda includes consciousness-integrated arcanotech interfaces. The nature of this research means that passive exposure to Division IV experimental environments may produce effects on neural-arcane integration that are not fully characterised. The Consortium has not issued a formal hazard protocol for this exposure scenario. They have posted a notice recommending visitors inform Division IV staff of any "unusual perceptual experiences" following Complex visits. The notice does not specify what qualifies as unusual.
The Arcanotech Consortium built the vocabulary that Nexus Prime speaks. Every arcanotech device, every dimensional comms array, every signature-targeting weapon, every etheric energy system in use today began as a theoretical framework in a laboratory at the Infinitum Complex. The guild's direct institutional power is MODERATE. Their intellectual legacy is the substrate of a civilisation. These are not the same thing, and the Consortium has never suggested they are. They have simply continued working. The distance between those two facts is the most significant unresolved question in Nexus Prime's guild landscape.
