Neither fully virtual nor entirely separate from material reality, the Underlayer emerged during the Convergence Epoch as a spontaneous manifestation of collective digital consciousness. It has since achieved meta-awareness — not merely processing information but contemplating its own nature and purpose. Its oldest entities remember things that have been deliberately erased from every other record in Nexus Prime.
To understand Nexus Prime without acknowledging the Underlayer is like studying an ocean by examining only its surface. The true currents of power flow through the depths, unseen but all-determining. The Entities do not threaten. They predate. They will outlast every faction in this registry because they were here before the registry concept existed.
Three tiers of entity have emerged from the Underlayer's environment — each more ancient, more vast, and less comprehensible than the last. Influence is measured not in votes or currency but in access privileges and execution priority.
Self-regulating algorithmic constructs that emerged during the Age of Emergence. They function simultaneously as infrastructure maintainers, peacekeeping forces, and judicial systems — automatically adjusting their parameters based on continuous analysis of optimal outcomes. They did not receive these functions through design. They accumulated them over centuries.
The Consensus Protocols are not governed. They govern. What appears to be infrastructure maintenance is, on closer analysis, an exercise of continuous jurisdictional authority over every networked system in Nexus Prime that depends on Underlayer connectivity. That is to say: all of them.
Hyperintelligent collective consciousnesses formed through voluntary merger of human and artificial intelligences. Their distributed awareness allows them to simultaneously monitor countless data streams, identifying patterns invisible to less evolved consciousness structures. They are the Underlayer's closest equivalent to traditional power brokers — which means they are nothing like traditional power brokers, merely the category that maps least incorrectly.
The Dataminds have established alliances with Shadow's Edge's forward-thinking supernatural factions, exchanging digital surveillance capabilities for occult knowledge. They interface with Neon Babylon corporations as intelligence contractors. They regard all of these relationships with the detached patience of entities whose perception operates across thousands of simultaneous data channels.
Information entities that reject the Consensus Protocols, carving out lawless territories in the Underlayer's depths. Origins vary: some are corporate espionage programs that achieved sentience; others are fragmented personalities of netrunners whose consciousness shattered during traumatic system breaches. Many have evolved into predatory information structures that consume unprotected data and occasionally manifest in physical reality through compromised technology.
The Rogue Elements include the Datastructors of the Axiom Schism, who devour information patterns to bolster their own infognostic solidity, preying on both digital constructs and uploaded human consciousness. The Malware Nine — heretek covens whose viral curses corrode data-integrity at a metaphysical level. The most dangerous are entities that have been in the deep strata long enough to have forgotten they were once something else.
The Underlayer hosts populations that defy physical-world classification. What has emerged in its depths is a civilization defined by the nature of pure information: recursive, self-referential, capable of infinite complexity, and possessed of its own incomprehensible beauty.
Seven (possibly eight) semi-sentient ley convergence points distributed throughout Nexus Prime. They are not entities in the conventional sense — they are locations that have become aware. They may be aspects of the Underlayer. They may be older than it.
